Good question. It would certainly pose a lot of problems. I don't think the laws of physics would be the first thing affected, though, as these are recognized as pretty basic. You don't review the more fundamental theories first in science, as these have the most implications - you review the theories that are the most extant in the tree of science.
The big bang theory would certainly come under questioning. But also, if the universe is not retracting, that might be problematic in the way we understand gravity.

Well the universe IS expanding, so we don't have to worry about that.
It wouldn't affect the laws of physics anyways, because at one point the Steady State theory of the universe was accepted until Hubble discovered the universe was expanding.

It seems to me that it would make very little, if any, difference in the laws of physics.

However, it definitely would set the theoretical physics world in a tail spin - gravity, the Big Bang, oscillating universe and so on would all immediately come into question.

Yeah, it would make a huge difference in a lot of the beliefs of physics and the universe.

The laws physics will still hold good in the absence of expansion. The big bang theory will get affected. But it is not a perfect theory so why worry!!!
