You can also do a search on Land Registry online but for houses sold since 2000. If you cannot get details for the Title Register online you can request from the local council but will have to make a payment. It will show details about who owns the property

There is a very simple way -
Go to your neighbour and say you have a leaky tap or an electricial fault etc and ask who she gets to do those type of jobs. If she says 'oh, the council just sends someone round to fix things' then she doesnt own it but if she can list different tradesmen then she does owns it. See?

if you have a complaint then complian to your neighbour or go to the council whether or not she is a council tennant or a private tennant/owner you can still complain to the council, they may tell you then if its one of their properties. dont think though just because she is a council tennant that she is rough etc they just cant afford to buy there home unlike some snoby people. i am council tennant and a very nice neighbour myneighbours howerver own there home and play music at ridicuolous times (anyone can be a crap neighbour) as for the comment made by eekoring i have 2kids and thats it, so council tennants have tons of kids do they? because of a minority or majority of tennants are bad the rest of us get comments like that.
WHY DONT YOU WAIT TO SEE IF THEY PUT IT UP FOR SALE, WHO SAID THEY WANT TO MOVE.

The Land Registry (sorry, far too lazy to look up exact link) is a register of all property and registers name & address of owner. Simply google, search, pay, recieve report detailing registered proprieter, any charges (i.e., mortgage)/restrictions on property and plans of land emcompassed in the registered title.
It is now complusory to register title to any land owned, and under certain conditions, any land leased, under the Lnad Registration Act 2002.

Get a mate to walk up to her door in a suit and offer her "right to buy", say ur from an agency asking council tennants if they would be interested in buying from the council. She'll just tell you then won't she

Go to http://www.nethouseprices.com its free to use and will tell you the values of all the houses that have been sold on your street in the last few years.
That'll let you know if its been bought.
