I'll say the fire would be worse.
Reasons:
1) The strongest earthquake in this province in my time here was a 5.9, it was centred a couple hundred kilometres away, and it happened 24 years ago.
2) The tallest building in town is only 9 stories tall.
3) We do have fires here.
Conclusion: Even if it was possible to be caught on a tenth floor during an earthquake, it would likely only be a mild one. So not a problem. But fires are just nasty, and one could still get me even if i was on the roof of a nine-story building.

Fire is definitely worse. If there is an earthquake, you can get all jelly shake-a-leggy and ride it out.
Plus if you know the building's going to collapse, you just jump on top of someone you dont like and squish em on the way down. But if you know the building isn't going to collapse, you can jump on somebody you really like a lot and then after its over you just say, "Oops, I'm sorry. Must have been that earthquake."
Besides in a fire, the sprinklers come on and wash all the powdered sugar off your donuts and they just get all gross.
Definitely fire!
