Constitutional issues -- first, conduct versus speech.
Is the rock concert conduct, or is it a form of expression?

Same question for the drug use. Also, with the drug use, add in the question of neutral criminal laws regulating the conduct, versus laws that limit the expression intended by that conduct.

Also look at forum selection issues, prior restraint issues, the secondary effects doctrine, etc. If your class didn't cover any of these, you can ignore them -- or impress your teacher by researching them.
