You really can't go wrong with the K&N FIPK, it's a great trusted name brand and I know many that have this intake. I found a page that has all of their 96 Integra air intakes here:

The best intake you could put in your car would be an AEM Cold Air Intake. Best one on the market.
As for exhaust, there are lots of good exhausts. HKS, APex'i, 5Zigen, Tanabe, Greddy. There are lots of choices. Go with a catback and use the stock cat as well as the addition of a header...DC Sports makes a great header for Honda motors.
I have had 5Zigen and APex'i on my 2000 Si Coupe. They are both great exhaust systems so I personally recommend those.
A far as "Jennifer's" answer goes...it really shows how much she doesnt know about cars. By putting just a muffler or an axle-back on your car, it wont add any performace and it will make your car annoyingly loud.
Go with a header, stock cat, and cat-back to go with your intake.

Exhaust-Borla cat-back with an equal-length aluminized header and a high-performance cat. Remember to put a new O2 sensor in and a KN Airfilter.

"Best" is always going to be subjective.
But good ones on the market where you can't go wrong.
HKS, Trust, Greddy, DC for the exhaust
AEM, Injen, HKS for the intake
I would go to the Integra chat forum and see what the owners have and how they like their mods.

cold air: AEM (i have it!) or a comptech Icebox/Comptech intake
Exhaust: if you go just muffler--flowmaster 60series(i have)
full catback not sure its your preference..and how much $$$ you'll spend...team-integra.net
