Everyone in California gets their drivers license thru the Department of Motor Vehicles.
You'll need to take a drivers' education course, and have your permit for a minimum of six months (which you get by taking a written test at the DMV).
Once you've completed these things, you'll be eligible to take the drivers' test...there will be a written test, as well as a behind-the-wheel test. You will need to bring your own car, and the DMV will look to confirm that all of the signal lights, etc. work...They will also want to know that the driver's window works, in the event that you need to use hand signals, instead of the lights.
After passing the tests, you'll be issued a "provisional" license. This is for minor drivers, and it comes with a curfew (I believe 11 pm), and means that you're not allowed to drive other minors around in your car (without another adult), for the first six months of being licensed.
