Depends... whacha got in your wallet? A red IPod or IPod Nano is awesome, red since it's Christmas. A great, new fishing rod, ask the salesman for more details about good types of fishing rods, a gun would probably be a little dangerous for a boy of 16, but bows and arrows would be really awesome, don't get the REAL super sharp ones, just sharp enough so that it can stick to, and injure an animal. My cousin got that for his 14th birthday, had lots of fun with it. Don't forget a cheap bull's eye board to go along with the bow and arrows!

How about any of the following:

gift certificate to a music store
gift certificate to a sporting good's store
Large supply of bait (rubber worms, hooks, baits, bobbers, etc.)
A new fishing reel or rod, or the set together
maps to your local fishing waters
bullets for his gun
camo gear (hat, overalls, shirts, pants, jacket, etc.)
warm socks
gun case
a hand warmer
a new thermos with some packets of hot chocolate
a bag to put their kill (for ducks, rabbits, small game)
new knives - decorative with fishing or hunting motifs or the real thing to use in the woods or on the water.
If he has a boat - a new paddle or life jacket
A scale to weigh his catch or the 'plyers' used to clean it.

Best of luck!

Maybe put together a basket full of many of the above items? I made one for my brother-in-law one year, and he absolutely loved it!
