You have to make it known you are looking for career advancement. Perhaps they decided who would get the job by length of service, performance and attendance record, etc, etc, rather than qualifications. I wouldn't take it personally. However, there would be nothing wrong in simply asking your manager why the other person got the job and not you. So long as your tone is that of a genuine enquiry and not accusing and aggressive, it is quite acceptable for you to ask this question. Don't sit and fume in silence, it won't do you any good.

Did you earn the job? Did you apply for it? Does the other fella have the knowlege to do the job? How long have you both been there? Maybe he is more trusted than you are?
You probably already know the answer. If you are being discriminated against then do something about.
If you still don't know the answer ask the supervisor or person that would be doing the promoting.

Once you are qualified they'll have to pay you a lot more, maybe this person is willing to work for less or he/she may not have relevant qualifications but have years of experience, I worked in sales Ledger and I was the only one not qualified as I too was training, but my pay was less than those who were. If your worried speak to your boss about it, if you don't get the answer your looking for then you have a decision to make. I wish you every success in your studies.

This may not answer your question but I am in a similar situation. A fellow co-worker gets paid almost doulbe and we have the same job title and task and I process weekly payroll. When I go to my boss with concerns, he says she has more experience then me yet I am spending about an hour a day showing her how to do our jobs. I think she has more experience sitting around and yapping her fat jaw. Good luck, but if your boss is like mine nothing will happen until you find a new job like I did.
