Rose didnt' cheat so he's out of the race. Rogers who cares? Half the pitchers in base baseball are doctoring the ball. Every year a few get caught. Some like Perry made a career out of it.
Bonds, Sosa, McGwire, Canseco, Palmiero, Caminitti. Sheffied, McGriff, Giambi are just a few of those busted cold with steriods.
With McGwire I think it actually hurt his stats. McGwire and Canseco were both TOO strong. They lost huge parts of thier careers to injuries I think were steroid related. If you watch McGwire's swing nobody ever designed a more perfect HR swing. It was perfect. Most of McGwire's blasts were overkill. If he were not on Roids I think McGwire would have hit more HRs. It's meaningless now since he used them and it taints his stats.
Bonds would have been in the hall. I think Sosa will help keep Bonds and McGwire out. After seeing declines in power and general hitting and basically facing the end of his career suddenly Bonds beats his best HR total ever in a year most thought would be his last??? Then the next year hits 70+ HRs. His stats alone bust him and show exactly why Steroids are banned.
On a side not. People Bonds ADMITED using steroids. He said it was by accident but his steroid use is proven. Whether he did it intentionally or not the fact is he was roided out when he set that record.
Then you have Sosa. Not only did he use steroids. He was twice caught with corked bats. Not once, but twice in MLB games. He was also caught using one in a pre-season game if I remember correctly. So I'd have to go with Sosa. He's a known Steroid user, busted with corked bats and suspected of HG usage. What DIDN"T he do to enhance his own personal stats? He sure didn't do it for the team.
So Sosa hands down is the biggest cheater the game has seen in years. Not since Ty Cobb was there a player that broke more rules. Unlike Ty Cobb Sosa was motivated purely for personal stats. Cobb wanted to win. He also enjoyed his personal stats but Cobb did most of his cheating to help his team.

Pete Rose admittedly bet on baseball and was rightly punished for it. Therefore he is the biggest cheater in the group. It is absolutely imperative that the fans of a sport believe that the outcome of the contests are legitimate and under no other influence other than by the play exhibited by the contestants on the field. Otherwise the whole integrity of the sport is called into question and everyone might as well watch pro-wrestling. By betting on baseball, even if it was for his own team, Pet Rose undercut that very trust between baseball and its fans. That's why he is the biggest cheater.
In the case of Bonds, McGwire, Sosa, etc, until the allegations are proven (either by directly failing a drug test or found guilty of taking steroids by a court) I cannot call them cheaters based only on speculation and, albeit, strong evidence alone. It would just not be fair to these players. Do keep in mind that I strongly believe all three of them along with others took steroids but until that is proven, I reserve my judgment.

Kenny Rogers. His cheating had little impact, but his intent is why I give him my vote...
Bonds: Anyone who saw Bonds' body when he was on the Pirates can tell that he grew a little too fast. He started his career as a twig and now he's gigantic. However, Bonds bulked up while in the majors, which, when he got bigger, did not have a ban on steroids.
Sosa: His cheating moment was the corked bat, but his bats from 1998, the HR record chase year, were checked and were clean. He only cheated for one regular season game that had little significance. Besides, he wasn't helped enough to hit better, so who cares?
McGwire: Like Bonds, McGwire took steroids when they were legal in the majors, so he didn't cheat.
Rose: His betting did not help him or his team to play better, so I wouldn't call him a cheater. He broke the rules, but he didn't cheat.
Rogers: He used pine tar throughout the playoffs. (There are photos to support this.) Since he used the pine tar multiple times in the playoffs (and won), his cheating was bigger than that of Sosa. Also, pine tar has always been forbidden in the majors. (Rule 8.02) To believe that he didn't notice the substance is ridiculous and he won a WS game because of what he did. (The pine tar puts the other team at a mental disadvantage.)
Short answer: Rogers was the only person who knowingly broke the rules to gain an unfair advantage in an important time.

Bonds may have used roids, but when Palmeiro, Sosa, and McGwire were doing it, there was a lot of pressure to keep up, and in any event he is an awesome player, with or without the roids. Pete Rose may have lied, may have even threw a couple games, but he is pretty clean. i would have to go with rogers, palmeiro, sosa, or mcgwire

First of all, Pete Rose DID NOT cheat as a baseball player.
HE CHEATED AS A MANAGER. Barry,Sammy,Mark,Albert,Kenny,Clemmens, have a lot of speculation towards them, but the are innocent until proven guilty.
The only one who you can say is a cheater is Palmerio. I hate hearing his name like that cause i personally like him as a player.
CHEATING has been in baseball since the time the game began.
I have been a fan all my life ,the steroids thing DOES NOT BOTHER ME. Hitting a base ball is hand to eye coordination. Either you can hit or you can not.

The guys using performance enhancing drugs are the cheaters. Pete is a liar but he never, ever cheated on the field. Rogers is just a wily old pitcher who was keeping a time honored tradition alive (just ask Gaylord Perry or the late Joe Niekro).

Barry Bonds. It is very obvious that he's on roids. You don't get better as you get older like bonds. You are supposed to get worse every year when you get to his age. Plus there is no human way you can hit 73 home runs in asingle season without steroids. That is almost a home run every two games. That is not just human.

Pete rose just gambled..technically he didnt cheat..I think that Sosa wins b/c he was caught red-handed corking his bat..Bonds and the others havent been 100% proven unlike Sosa..Bonds comes second..then McGwire, then Rogers

rick hineycutt, caught with a thumbtack under his bandaid... or joe neikro caught with a piece of sandpaper when the ump came out to the mound.. thats honeycutt i mean...sosa hasnt been nothing since the corked bat incident... ole gaylord perry is a confessed cheat.. rogers is the guy who got away with the biggest cheat ever.. in a playoff and world series game....didnt get what he deserved..
