I can't fully answer this question, but here a few questions/solutions that I can try to offer:
-What is the material of the pants you are wearing? It is likely that you are allergic (even if only slightly) to that material. Do other pants of a similar tightness hurt as well?
- Are the hairs on your leg becoming ingrown? Too much irritation from pants that are too small could easily cause this. Try exfoliating and moisturizing!
How tight exactly are these pants? Bondage pants? Maybe go one size up and give your legs a break.

(oh, to reduce pain when wearing the pants - you may not like this...but buy a pair of leggings or stockings. Put them on. Revel in your pain free tight pants existence!)

I really don't think the hair is the problem i think the pants are too tight and you need to take a break on the tightness if they are hurting you don't wear them take a break for a week or two until the pain goes away or switch back and forth between tight and not so tight pants every other day

First, Why you wearing tight pants? specially when it hurts. Don't wear them! get some lose ones. or if you want to and do anything to wear them shave your legs so the hair won't be pulled.

like someone before me said try moisturizing your hair or exfoliating your skin. you could also try a hair thinner, (dont leave nair on for the whole time, only a shortened time, i'll make your hair thinner and not so course like mens hair is)
you could also try using hair conditioner on it. and no im not kidding. it makes your hair softer, why wouldnt it make the hair on your legs softer? its worth a shot right?
