sometimes it's says there's 28 moons in the jupiter, then i go to another website and it say's there is a 16 moons it's so Confusing!!! (^ _ ^)??

Lots. And they keep finding more, which is why I don't bother memorizing how many it has. Same goes for the other jovian planets.

As of February 2004, Jupiter had 63 known satellites.
