Sounds like teething to me. Try freezing a banana and then letting him chew on that. It tastes good, and it breaks apart so he won't choke on it. You can try a frozen carrot too. They don't break apart at all.
Try tylenol. If you don't know the dosage, call your doctor and find out. It's the best stuff for all aches and pains. It won't hurt him to have it and might even put him to sleep for a while.
The runny nose is part of teething. It will go away once the tooth is out.
The best thing for teething is cold. You can get the toys that you put in the fridge and they get cold and he can chew on them. My baby loves them!!
Talk to your pediatrician if none of this helps. They may suggest other things for you to try.

try a pain reliever but don't give him oragel (it can make them have very upset tummies)my son is also 7 months and he is also teething he has been for quite some time and he has also had a runny nose with clear mucus

~~~Yes , a clear runny nose is a sign of baby teething. And if you do feel something under his gum, its probably a baby tooth, it is very painfull and the teething gel really doesnt last that very long because babys have so much saliva while teething that it gets diluted,,,,try this,,,,instead of teething toys,,,try giving your son a frozen waffle,,,,its tasty,,,its frozen and will desolve easy,,,and lots of hugs,,,,,,,,

Have you tried infant Tylenol? I used this and the Hyland's Teething tablets and my son breezed through his first few teeth.

he may need a humidifier in his room maybe even a air purifier throughout the home
