Black eyeliner is good, but don't put too much or your eyes take on a freaky look. From what I've seen on a girl I have grown "fond of," bangs are good idea as well. It gives the man's subconscious (and forgive me if you are a guy, this does sound like a question from a girl) the feel of a bunch of arrows (each hair pointing down) pointing directly at your eyes, again drawing attention there. Anything that draws attention to the face will eventually draw attention to your eyes, because that is where we connect on a more personal basis. Once they get to your face, the guy will naturally follow to your eyes.

Depending on what color your eyes are - there are certain things to do for certain eye colors. For example, if you have blue eyes, use blues/greys/blacks together to bring the blue out. Eyeliner used all the way around the eye and smudged at bit in the outside corners helps make your eyes stand out. Another trick a friend of mine uses is fake eyelashes, you can get them in all lengths. They will draw attention to your eyes also. If you have hazel eyes - browns, earthy tones, and blacks work well together to accentuate those hazel eyes. If you have brown eyes, the same logic works as with hazel eyes.

Put eyeliner on the inner part of your upper and lower lids... also you can put a darker shadow on the outside corner of your top lid... it will make your eyes Pop.

LIGHTLY SMUDGE BROWN EYE SHADOW ALL OVER TOP LID. WITH SAME SHADOW BRUSH A WEE BIT MORE AT OUTER CORNER AND SLIGHTLY LINE UNDER THE LOWER LID AND ALSO SMUDGE . Q-TIPS WORK GOOD FOR SMUDGING. PLACE A BIT OF LIGHT SHADOW LIKE CREAM UNDER OUTER HALF EYEBROW. PLACE ONE DOT OF WHITE OR PALE CREAM IN CENTER OF TOP OF EYELID. USE A DARK BROWN MASCARA.

Curl your lashes. Apply mascara just on the top lashes. Apply light eyeshadow on your lids.
