I think legally the answer is no - because he or she is not of a legal age to form a legally-binding contract. However, if he or she signed saying they were of a legal age, or somewhere in the small print it says that by applying for a subscription then you agree to certain things, then the issue of fraud or deception might also come into the picture. It depends on what has been signed I guess, but it also shows why many publishers will now only accept payment up front for magazine subscriptions.

it depends on how old the minor is. if it was a little child then no but if they are of the age where they know what they are doing then yes. plus the parents should know what their kid is putting in the mail. if they didnt think the kid could pay for it then they shouldn't have let them put it in the mailbox. if it was online, most likely they asked for a credit card number so the parent would be fully aware that their kid was subscribing. all in all yes they would have to pay.
