He's not contradicting himself. He's basically saying that people voted Democrat, not necessarily because they wanted to vote for the Democrat, but because it was a vote against the Republicans.
Do I agree with his statement? Not completely.
Whether or not the reason people voted was because it was FOR the Democrats or AGAINST the Republicans, the Democrats still have control of the House and quite possibilly control of the Senate. And even they don't gain control of the Senate, at least there's a better balance of the two parties.
So Delay is wrong, the Democrats did win.
But there's one thing he is right about. The Republicans lost.
