You guys been best friends for awhile but her life got kinda busy, so you hardly have time to hang out and chat, if you can chat it's only on the phone for ten minutes, because the only time you can talk to her is after 9 pm and she has to get up at 4 am.
So how do you know if she's still your best friend? Is a best friend always a best friend, or does the level go down one? If so how?

the level goes down if there are other "less important" things the friend does before agreeing to hang out. example:
if you are losing time to children, to work, to a life's ambition then you should consider it still best friends.
if you are losing time to, other people, a crush, television, or whatever, then you are not as important to them anymore.
I would suggest saying something along the lines of, " we haven't hung out in like forever, I miss you. We need to hang out, pick a day." If they can't make time, ask why and keep my list (above) handy

A best friend is someone you can talk to and confide in. They know you better than anyone else. People grow up and grow apart over the years but if you still make it a point to talk when you can and you are both still comfortable telling each other things and confiding in one another then I wouls call that a best friend. My best friend lives 2500 miles away. We only get to talk on the phone during the day and maybe see each other every couple of years.

I have 3 best friends, and we only talk maybe once a month. I live in a different city then they do now, and they all have jobs, and we all have families. Life dose get in the way, but we still consider ourselves best friends. Friendship changes over time and you ether change with it or lose it, it's up to you.

A friend, I believe, is a friend forever. However, friends can sometimes grow as much apart as they can closer. It depends on the individuals involved, the circumstances, and each's response to it all.

a best friend is always a best friend. it sounds like your friend is working or going to school or both and your time is not as occupied. Best thing to do make plans to do something such as a movie or coffee and go from there.
