Here in Tennessee you still have to go to the local DMV. Just make sure you get there first thing in the morning & he has all of his paperwork ready

Here in California you still go to the DMV for a state ID.

I think you can just get an id card at the same place you get a drivers license.

he still goes to the dmv even though he doesn't have a license he will need his birth certificate and s.s # card
