What is the likelihood of 2 NON identical siblings possessing exactly the same set of chromosomes from their 2 parents? Please explain your answer.

Well, that would require two eggs with the same half set and two sperms with the same half set. That in itself, I think is highly unlikely, especially for two eggs. Then to have the two identical eggs to be released in the same cycle and the two identical sperm to be released in the same ejaculation and meet up with the two eggs. I'd say that's as close to impossible as you could get without actually being impossible.
