both - sometimes the ability to lead is a ingrained trait - and sometimes it is learned. The best leaders, IMHO, are born that way

And just because you are a "leader" doesn't make you a particularly good one. Sometimes leaders are made that way because they happen to be in the right place at the right time.

I believe they are both...it takes a special personality to be a leader....a strong will and ability to make quick decisions.....but at the same time it takes mistakes and practice to become good at it.....they have to learn from their mistakes....so as I said....a little of both. Granted I am talking about good leaders.....

Even those who are born into power have to be somewhat natural at it or they do not stay there for long.....

Bush got born into power, but despite having repeated opportunities to inspire and lead, he never managed to step up to the plate.....

Very few are born, but, there a quite a few made, even if they do not qualify as that which they were made into..

They are created.

Leaders have the smarts, wisdom, and intelligence to lead other people.These attributes are earned over time!
