Location is irrelevant since the Internet is worldwide. And anyway, even a site saying it is in Scotland might be using servers anywhere.
As to free email - Yahoo! is excellent and an advantage is that you are independent of your ISP - so if you change ISP in the future (as you almost certainly will) you can keep your Yahoo email address and won't lose touch with those to whom you have given your email address.
I've been with Yahoo for years and been through 4 or 5 ISPs.
Not so keen on Hotmail. I started getting lots of spam. Yahoo spam filters are excellent.

No idea about Scottish ISP's, but if you go to http://beer.com you can get an address like "Irene@beer.com" - how cool?!
