Click the Start menu button on the Windows taskbar.
Click Run... on this menu.
If the computer is holding a current IP address, type 'cmd' (without the quotes) in the text box that appears. A command prompt window appears on the screen.
Type 'ipconfig' (without the quotes) to view the status of the computer's IP address(es).
If the computer is holding a current IP address, type 'ipconfig /release' to let go of the address.
Type 'ipconfig /renew' to obtain a new IP address (whether or not the computer is holding a current address).

First thing to do is to ascertain whether or not you possess a dynamic or static IP address.
- Do you have a router?
Yes :
You will need to access the configuration panel (usually located on http://192.168.0.1 / http://192.168.1.1 -- check documentation for router if neither works) then find an option to disconnect the modem. The alternative, short but sweet method is to remove the phone cable from the router.
No :
This should be pretty self explanatory, reconnect the modem (if you're unsure of how to do this, restart the PC);
- Has your IP address changed?
Yes:
Problem solved, and for future reference, you have a dynamic IP address.
No:
You're going to have to contact your ISP and request a new IP address as you have been allocated a static IP address which can't be changed without your ISP doing so.

Unless you own a static IP address, your ISP will renew your IP address for you at what ever regular interval they choose.

With most dynamic services unpluging the modem for a short period can solve this. If not then perhaps contact your isp. (Internet Service Provider)
