I believe so. Try rubbing them off with a washcloth. If it doesn't come off with soap and water, maybe it is.

Highlighters will not wash out of clothing, hair, or easily from skin. My daughter colored our puppy pink with a highlighter while she was making decorations for her room. It also got on her comforter and herself. Did not wash out of comforter. Took forever to get ff the dog. Wore off of her. Try a makeup remover like oil of oley cream, it softened the color a little.

yes,. unless it says washable or dry erase.
try alcohol or witch hazel if soap doesn't remove it.
its not a good idea to use any of those harsh chemicals on your lovely skin.
draw on tee shirts or carry all bags from the dollar store instead.
wear the original comments and creations! the dollar stores and craft stores also have beads and flowers and all sorts of little inexpensive things you can sew or iron on..
you can go to sites for bumper stickers and get ideas of what you'd like to say, too

I think they are not because when I drew on my hand with a highlighter, I washed it with just water and it came off!

hot water and a good scrub with lots of soap may help....it should wear off eventually.
