i have to do a speech on this topic{ if i was the mayor of the city of san fernando what are 5 priorities in a project that will help build the city a better place} that is the question it should be 10 minutes long.please help me i have to present this tomorow for the principal and other guess

I won an "If I were Mayor..." Essay Contest before. You need to think about issues in your city or things that could be improved. You probably shouldn't think of things you want (like maybe a new mall) but issues. For example, in my city there's gang violence. Don't only say the issues are but also what you could do to fix theese issues.
Here are some ideas:
-side walks
-gang violence
-kids dropping out of school
-pollution

Anytime you have politics, think money. How can you get business to move in, or existing ones to expand? Tax incentives? Start up loans? More education for locals to qualify for jobs? Centralized transportation? Police protection if it's a bad neighborhood?
I don't know the west coast, so you'd have to tailor it to your city.
