That's what the democrats such as Nancy Pelosi and Howard Dean have said they will do. They have never come to a consensus to "cut and run". Saying that democrats all want to "cut and run" is republican propaganda meant to brainwash republicans to vote against democrats.

What we have been doing hasn't worked, so there will be a new plan. I suspect the Democrats might surprise some by gaining control over the situation.

It really is the only workable plan long as the iraqi prime minister thinks that we shall stay there to help him stay in power with no time limits on getting things done to better the things for the iraqi people then we are stuck in an unwinable situtation.
