Wow...I could go all over the place with this question. In the USA there is no requirement to do or be anything much...past not dropping out of school. So technically there are no legal requirements. Now, different professions have requirements to keeping their license like doctors, teachers, lawyers - usually so many hours per year and proof of the classes taken also, periodic testing of knowledge and what not...on top of requiring insurance for malpractice...does that answer your question? If not, please elaborate what you are looking for.

Now...moral responsibility is a whole other discussion/question!!!

I doubt we have any. Legally, that is. I would love to see all the freeloading panhadlers arrested for something, but that's probably unconstitutional. There's always public urination, loitering, etc.

Someone told me that in NYC, you can be arrested if you don't have ID and bus fare at all times.
