Yes, it is possible. Everyone's anatomy is different, so since not of us can see it/not all of us are piercers...To get the mot accurate answer, go ask your piercer(or a local one), the one that would be doing it, and show them and ask them if it is piercable. They will be able to give you a definate answer. Migration and or rejection are risks of a shallow piercing, so ask a pro.

Yes, it can be too shallow and can migrate and/or reject. This happens more often than people realize.
From BMEzine:
A navel piercing is a piercing placed through the rim of the navel. This piercing can be done anywhere there is a defined fold or "lip," though some placements tend to be easier to heal than others. The most common placement is on the top ridge of the navel, followed by the inverse navel piercing, which is placed on the bottom ridge of the navel.
Ideally, a navel piercing is done an equal distance back from the centerline of the upper lip of the navel. If it is a shallow navel or a small lip, the inner placement is brought forward and a curved bar usually chosen for healing.
Even though it is one of the most common non-ear piercings, it can be surprisingly difficult to heal without good care; a navel piercing can take upwards of 12 months to heal completely. Even if it is kept clean and feels comfortable, it is still a long healer but not necessarily difficult.
Though most people are well suited for a navel piercing, there is one major exception: if the point your torso creases at runs through the navel (or close enough to put pressure on your jewelry when you bend over) you should NOT use a ring and in fact will probably be best off NOT getting this piercing at all.

First off, it's common for navel rings and eyebrow rings to migrate out of your skin. If you're worried, talk to your piercer. Have a second choice in mind because it's pointless to pay for a piercing that is just going to leave a scar. Also, go to a reputable piercer. Cheap doesn't work when it comes to body work. My navel was my first piercing and I didn't look into where I was going. It was pierced badly and was infected the next day. Now, I have a huge scar.

Yes...it can be too small. And even if it wasn't, there is still not a guarantee that your body won't reject it and it could work it's way out. Then you get left with a not so attractive scar on your belly button.
Personally, I do not recommend belly piercings.

Best thing to do it ask a piercer and show them your navel. Based on the description, its still hard to tell. The short of it is that you might not be able to get it done.
Seeing is the best way to know for sure, trust me I know. The apprentice piercer took the words outta my mouth

Every belly button is different, so that is undoubtedly why yours looks different than hers. Don't worry about it. Maybe hers is wrong.

Ive never seen or heard of being too shallow. If you can pierce the back of your neck Im sure you can pierce your BB, even it it is... flat.

They pierce the skin on the outside, when you get there they explain everything. Always ask questions they will tell you.
