The key will go into the ignition lock, and it will turn to "ACC" or "on", but will not twist to the "start" position. Obviously, the key itself is not worn out, or it would not work at all.

What is jambing the thing from turning to "start"??

Once it is in the "on" pos., the steering wheel is loose and can be turned.

had same problem with s-10 blazer
it was not the key or ignition lock
it was the ignition module this is located on the steering colume on the top but under the dash
it has a rod that come from the key switch to the module if the module goes bad it will not start and is hard to turn
its easy to change if u work on cars

i just recently saw this problem on an 03 chevy. the tech was convinced it was the lock cylinder. he replaced it and it made no difference. we took it to a lock smith and he examined it and couldn't figure it out. then just for the hell of it i cut a new key from the key code. guess what? it fixed the problem. apparently the key had worn enough to not fully push the tumblers so the lock bar on the cylinder would move far enough to allow it to turn all the way. the difference in the distance needed to move it was about 1/64th of an inch or less. just by looking at the lock and key, nothing seemed to be worn out. i'd start with a new key cut from code. it is the cheapest thing to start with.

Try turning the steering wheel a litle right and left as you turn the key. I have a GMC that does exactly the same thing because of the anti theft lock in the steering column.

Another problem that causes ignition key lock not to release is not setting the hand/foot brake before putting into park position.

the ignition lock is probably bad i would go and change it but it may cost you. or check the the ignition switch which will be on your steering column this could also be the problem but its hard to tell without tearing into it. but i would check the ignition switch it will be alot cheaper.

Is the steering wheel locked to one side or the other? Try turning it real hard either way while trying to turn the key.

You did not state what year, so i will guess its early 90,s or late 80,s truck.sounds lke tilt mech is causing the problem .Bolts get loose and it jams the rack inside column
