There are 2 blade type fans on this heater . When the t-stat kicks on the unit only 1 fan works .The coil gets hot so the circulator pump is good . I tried the high/ low switch under the kitchen cabinet and just 1 fan spins . There's no access to unit to test motor .

there has to be some way of getting to it,, if under a cabinet,, can you cut the bottom of cabinet to get access,, it doesn't matter what is wrong with it without access to it,, but it does sound like a motor,,, does the first fan change speed from high to low,, or is the one fan low and second fans runs also for high,, could be switch,,,

Sounds like one of the fans is toes up (dead) and needs to be replaced.
