It is Commissioner Gordon, and has been since the 60's
In Batman year one we see Gordon as a Lieutenant but by the end of the series he has worked his way up to Captain. I believe he made Commissioner in Batman year2

In most versions of Batman, James (or Jim) Gordon is the police commissioner of Batman's home of Gotham City. What your grandfather may be thinking of is Police Chief O'Hara, who was played by Stafford Repp in the 1960s Batman TV series. But dating all the way back to the 1930s, it has always been Police Commisioner James Worthington Gordon, never Chief Gordon.
