I believe I have an answer and here it is. With the democrats winning the House but haven't won the Senate race because the results of the VA aren't completed yet (in Montana the Dems won their election up there). The change is that if the Dems win then it would force Dubba to use his pen to veto any bills that comes along. He has used that pen only once during his six years. Just now Rumsfield has stepped down and that will definitely be part of the change. I personally don't know that the election have cause him to step down (or other politicians have wanted him to resign much sooner). I hope this helps you out since I have been reading a lot of information on the web after the election results. I hope that you voted so we can bring the @$$es (the Democrats) back into political power and also bring back our troops from the Middle East.

They accomplished the "plan", they took the House.
Actions are only taken by Republicans.
