Rumsfeld's resignation probably would have saved enough Republican seats to keep control of the Senate, but not the House. Fortunately our President wasn't smart enough to realize that a week ago!
George Bush only has two years left to tidy up his "legacy". The next two years he is going to stab his cronies in the back to save his own ***.

complication-loose politics. Letting Rummy bypass durring the election would have created an apearance of weak point, and admission of failure, that would have discouraged Republicans from going to the polls or grew to become some swing electorate against the celebration.

It would have hurt the trailer trash base of the Republican party (the wife beater segment) because it would have been viewed as a loss of machismo and voting would have had less value than drinking watery beer while watching grown men drive around a track in circles (NASCAR).

It could have made the Republicans look better, as to say they see their mistake in him and are willing to change. I bet he resigns now because he know the Democrats will investigate him and eventually fire him.
