Yes, this is to show proof of a pupils work in case of a dipute over grades/cheating.
Also several Universities have begun making copies of test answers and coursework submitted in an attempt to cut down on students cheating. A system is currently in development that will scan course work and make copies of students handwriting. when a change of handwriting is found between papers, the computer will check against other students work to check for this basic kind of cheating.
there are also programs in use that will check on course work to see if there is any duplicity for typed submitions. It checks sentence length and use of punctuation, to see when this varies. it is not proof of someone cheating, but it is used as a guide to warn lecturers that the student may not have done the work, or has copied it from somewhere.

I would imagine people put their images there becasue the are proud and want to share them. I dont think they mind when you use them as a desktop or something similiar. I would never use them as something i did and try to take credit for it. I am a photographer by trade and would be upset if someone claimed my work as their own. On the other hand there are websites like stock photo where you can purchase for a small fee stock photos to use for various things. Alot of times these photos are VERY good . look into it. If you still feel uncomfortable about it contact the person and ask. They may feel proud that you admire their work and would appreciate you asking.

Some universities do, or keep the originals. This provides evidence in case of a lawsuit from a student over grades, failtures, or expulsions.
