If only those two things...well, a whore. If she's wearing a tight red dress (or any color) she's still a vamp. If it's tastefully paired with complimenting apparell, than she's fashionable.

omg there are MULTIPLE reasons that is wrong 1) the quantity of makeup she is using is overboard. Shes a CHILD! What are mom and dad thinking?! 2) red lipstick is a definite no-no for a minor. 3) red lipstick is a definite no-no for every day use 4) red lipstick + blue eye shadow should NEVER be combined. Ew. 5) What kind of heels are they? I think wedges would be okay, but stillettos or pumps are too much for someone that young/every day. 6) Im shocked that she can even have a steady enough hand so young to even do eyeliner. Im 24 and still suck at it :) Her grades and behavior are irrelevant. She will definitely look back on the pictures and cringe. Honestly, lip gloss and mascara should do the trick at that age.

I don't know which 'Sue' to whom you are referring but red lipstick and stiletto heels look 'false' to me.
