It really depends on the purpose of the paper. If the purpose is discussing a problem and its possible solutions, this is as good a topic as any. If, on the other hand, the purpose is performing original research (which is often what college papers are about), it's probably not the best idea.

The only thing is that with research papers is that you usually have to find evidence for and against your topic. I think it would be hard to find good sources for it. Most research papers are supposed to be objective right?

Of course, why wouldn't it be? Especially if the paper points out the deficits of drinking and driving and supports the fact that it should never be done.

The topic is too way too general. You would need to be more specific.
I would imagine that the topic is overdone - the more people that have written on your topic, the more papers yours will be judged against.

It's a start, but what specific aspect are you researching?
Is there more of it in fall than spring? does class level affect who will be guilty of it more often? WIll GPA play a factor in over-drinking? Are frat boys more of a danger than dorm boys?

It's an excellent idea.
Besides the usual statistics, you might want to see if you can interview several people that have had their lives changed because of a drunk driver.
