First off is there a power line close by?, if so what he hears or feels are vibrations or hum of electricity and he thinks it is insects.
If he is pecking the same place it may be an insect nest inside or under the siding,investigate yourself or call an exterminator. The bird does not do this for the drill, he has a clue or other reason to think it is an insect nest. They are primary eaters of carpenter ants.

Get one of those fake owls with the bobbing head. Acts like a scare crow. You just have to move it every few days. you might also check with your county extension office to see what they recommend to repel woodpeckers.

Tack up plastic bags (like Wal-Mart bags). They move in the slightest breeze. Not real pretty but effective.
