Lily RT has a good point about male producers and directors.
I think we also have a long history of being more comfortable looking at females nudes than males. Many people consider the fully nude female body beautiful, but consider male nudity to be more esthetically pleasing when the genitals aren't shown. This might be because male artists sculpted and painted more female nudes than males so we're used to seeing the female nude as "art," or because women are less comfortable openly expressing their appreciation for the nude male body.
We do allow full male nudity in non-sexual situations in the movies. In "A Room with a View" there is a comedic scene where several male characters go skinny dipping and race around like idiots, and I believe that film was rated PG or P-13.

People seem to be watching an awful lot of movies in classes these days.
The answer is that until recently you could not show a penis in a movie without getting an X rating.
The first major break through was Bruce Willis in the movie the Color Red. Lately the rule seems to be it is okay so long as it is not erect.
But the answer is it cuts into the money the film can make to get an R NR NC17 or X rating so they don't do so many male scenes.

It depends on what country makes the movie. In America, we're still pretty uptight about showing sex and nudity for the most part, while in Europe it's not that big of a deal. I remember "Room with a View" and "Much Ado About Nothing", and both had substancial male nudity. A move recent example is Cillian McMurphy *from Red Eye...murdered his name,I know. my bad -__-* in *28 Days Later*. He awakes from a coma 28 days after the rage virus consumes England and finds himself lying naked on top of a bed *and that was full frontal*
America needs to come out of the Dark Ages about nudity on film. I'd rather see nudity and a couple going at it full force than watch needless violence

Let's face it, in America, we are still puritanical when it comes to nudity in films. And, male nudity (full frontal) is still pretty taboo and shocking. I remember watching the pond scene from "A Room With A View" about a dozen times just to see the bits and pieces of a couple of English men. It was just something that you never saw! I just think that the female form is more appealing and less shocking to see.

a) most of the female nudes are top only, but even full frontal, you don't see the sex organ.
b) You can't show an erect male organ, which means you'd only see flacid penises. this would be detrimental to many of the actor's careers, because their image is carefully crafted to be "bigger than life".
BTW, I remember reading about a movie that starred Collin Ferral(sp?) where he did show his member. The director cut the scene because his penis drew gasps from the test audiences, and he didn't want that reaction from the scene. It's apparently quite sizable.

Frankly I think we do not see male frontal nudity cause a guys penis is kind of ugly loooking ot at least not attractive----If it made money---it would probably be seen---- Having grown up in n era of male nudity---penises are just not ggod looking objects----powerful but not good looking

Because the female body is pretty, and the male body is not
Also men are visual, that means we can be attract by images, on the other hand women are more attracted by hearing.
Men likes to see naked girls
Women like to be talked nice and romantic

theres lots of full frontal male nudity in forgetting sarah marshall & leonardo dicaprio is naked in total eclipse theres also a few movies w/a nude kevin baccon i think that wild things was one of them & there was a nude male shower scene in sex & the city the movie that made the guy seem very sexy (not to mention all of the hot naked guys in the sex & the city series) & almost every show on hbo or showtime (ie- dexter, oz, 6 feet under, mad men, entourage, sex & the city, nip tuck, etc.) will show naked men in a non comedic & sometimes sexy or even artistic light
