I know they get worse gas mileage, but I am not sure how that relates to CO2 output.

Higher quantities of course! Larger engines produce larger amounts of combustion by-products! :-)=

co2 is carbon dioxide therfore federal government does not really care about this byproduct,feds are cocerned with co.hc and nox.diesel truck produce more emissions but less harmful the emission is more particulate matter rather than gases.u can sweep it up and throw it in the trash.

Yes , the law doesn't require them to be as efficient , and the engines are larger , which means they produce more emissions
