I think that is the description of Winston Churchill (absent the weed, and child support), so I would guess that probably depends on his other traits. Does he have a good personality, is employed, is kind and witty? Many people are procrastinators, and self-centered or appear so to others, but until you meet someone, you have no idea what kind of charm they can exude. Is he an intellectual? Does he do something extraordinary?
While the brief description you have chosen makes him to clearly be a loser, I think there is simply too little information to render an opinion.

Absolutely, there is a woman for every man. I am not saying she will be decent, but he can get one, he'll probably end up with a 40 year old woman that still lives at home and pays child support and drinks beer and smokes weed and has a pot belly, and they can live happily ever after at one of there parents house.

I guess it depends on your definition of what a "good woman" really is! Sounds to me like a good woman for this man would be someone with no self-worth, is irresponsible, desperate to be with a man (and I use that term very loosely), likes to smoke pot, drink a lot, has no ambition, no need for her own home, and it's probably best if she is as blind as she is stupid!

Hell yeah. Just find a woman that is around 40, lives withher parents, collects child-support, snorts coke and does meth daily and is super skinny.

Sadly yes and happens way too often. That's why parents need to uplift their daughters so that they know they all deserve better than that. And parents need to kick their sons out of the house so they can be better than that.
