If by creating light, you mean the causing of the emission of photons, anybody can "create" light by simply turning on a flashlight or lighting a candle. Light is created when an electron moves from one energy level to a lower energy level, (or orbit). The decrease in energy of the electron is made up by the emission of a photon.
No "person" was the cause of this phenomenon, it is simply a fact of the physics that our universe operate by.
One might argue that Benjamin Franklin created the "light bulb", but that is a different thing than creating light.
If you are speaking spiritually, then light was "created" by whatever deity is dominant in whatever creation myth you believe in. In Christianity, it's God; in other religions, perhaps the Great Spirit, Gaea, or whomever. In any case, it was either nature, due to the laws of physics, or some god. It wasn't a person.

Sunlight isn't something that's created. It's something that is generated by the sun.
If you're thinking in religious terms, most people would probably refer to God.
If you're thinking about the light bulb, then it would be Mr. Thomas Edison.
However, as far as ONE person being credited for the creation of LIGHT, I don't think that is possible. Light (whether natural or not) is something that we see, and is the cause of chemical reactions. We see it whether we want to or not. (Unless someone is blind.) So there really isn't a person responsible for the phenomenon we call light.

Religiously, God said "Let there be light."
On a historic level, manmade light was created when fire was created. Before that only source of light was the sun, Moon and stars at night. So you can say ancient cavemen discovered light back millions of years ago.
Scientifically, the light color spectrum (colors in a rainbow) was discovered by Sir Isaac Newton in 1672 when he passed sunlight through a prism.

On a scientific AND a religious note...
no (earthly) person created light....
when i really think about it in a braud sense - noone can really "create" anything. Everything that exists on that base of a level already exists and will continue to exists.

It came into being some time after the big bang.
Probably low frequency audio came first then up through infrared,to the wave lengths that we perceive as light!!
