google the filename. If it's a virus-turd, there will be plenty of chat about it.
Otherwise you can open it with notepad and look inside for clues. You won't blow anything up by doing that.

It is part of SP2, I don't know what it is for but it is a text file so you can open it with notepad to look in it.
