Ive seen that site and all those pieces done in the hall of fame are amazing. I could do something like it, but i dont see how you can do that with a mouse. It seems inpossible. Is there some type of digital pen that you can get that acts like a mouse and will do that but give you the control of using a pen?
If not HOW!!! its impossible!

It's pretty expensive, but there is a digital pad that can be written on as if you were drawing on paper. I was researching it myself, and once I have the money, it'd be an awesome tool to have because I love to draw. Scanning my pictures takes too long ^^.

Yes, there is, it's called a tablet - www.wacom.com would work. They're around 100 dollars or so.
You can also do that with a mouse, it just takes a longass time.
