ARPA net was the group in charge of the "internet" at the beging. It is
hard to put a date on when it was created.
Also Al Gore did not invent or create anything, that guy is straight up misinformed.

The Beginning of the Internet
The internet is first conceived in the early 1960’s by the Advance Research Project Agency (ARPA), controlled by the Department of Defense. It grew into a small network, (ARPANET), which was intended to promote the sharing of super-computers among researchers in the US.
Here a brief internet time-line:
1962- The RAND corporation began research into robust, distributed communication networks for military command and control.
1965- ARPA sponsors research into a “cooperative network of time-sharing computers”.
1969- Researchers at four US campuses create the first hosts of the ARPANET, connecting Stanford, UCLA, UC Santa Barbara, and the University of Utah.
1970-1973- E-mail quickly becomes the most popular application of the ARPANET and becomes a high speed digital post office as people use it to collaborate on research projects.
1971-TheARPANET grows to 23 hosts connecting universities and government research centers around the country.
1972-The InterNetworking Working Group, (INWG), becomes the first standard setting entity to govern the growing network. Vinton Cerf is elected the first chairman of INWG and becomes known as the father of the internet.
1973- The APARNET goes international with connections to the University College in London and the Royal Radar Establishment in Norway.
1974- The commercial version of the ARPANET goes online and starts to move away from its military and research roots.
1974- Bolt, Barenek, and Newman opens the first commercial version of the ARPANET called Telenet.
1979- Grad students from the University of North Carolina and Duke University establish the first USENET Newsgroup that allows users from all over the world to enter into discussion groups.
1981- The ARPANET reaches 213 hosts.
1982-1987- Bob Kahn and Vint Cerf are key members of a team that create TCP/IP which is the common language of all internet computers and the ARPNET is known as the internet that we know today.
1984- William Gibson coins the term “Cyberspace” and the number of internet hosts exceed 1000.
1987- The number of internet hosts exceeds 10,000.
1988-1990- Privacy and security concerns are brought up and new words such as hacker are created.
1988- A program called the internet worm temporarily disables 6,000 of 60,000 hosts.
1988-The Computer Emergency Response team (CERT) is formed to address security issues.
1990- The ARPANET is decommissioned leaving only the internet which has now reached more than 300,000 hosts.
1991- The NSF lifts restrictions on commercial use clearing the way for the age of e-commerce.
1992- The first audio and video broadcasts take place over a portion of the internet know as MBONE. There are now more than one million internet hosts.
1993- Mosaic, the first graphics based web browser becomes available.
1995- Sun Microsystems release JAVA, an internet programming language.
1996- The internet celebrates its 25th anniversary, and approximately forty million people are connected to the internet as well as over one billion dollars changing hands in internet shopping malls.
1997-Many people begin to telecommute to work over the internet.

From the Wikipedia article, I'd say 1983 officially. But the concept came out of DARPA in the late 50s.
