Clubs loan out players for various reasons. Mainly it's for young players to gain experience at a lower league club, but sometimes players go out on loan if they are out of favour and want to seek first team football. Also, loaning allows clubs to take the player temporarily to see if he fits in the system before buying him.

Loan durations vary, but since the advent of the transfer window most loans last for the whole season. Some loans are only for a couple of months because the club needs the player for a short while only, like maybe to cover for injuries.

Depends on their contracts and what's in them.
