can anyone help. Ive tried cleaning out the dirt around the edges, i've sealed between the slabs and the walls dont get wet. I've tried silicone sealant but that doesnt seem to bond with the cement, i've also tried expanding foam but this does'nt work either. There's always one wet bottom edge when it rains aaarrrggghhh. Please help

Have you tried to figure out where the water is coming from? In my work, we see stuff like this commonly. We use expanding foam on the outside of the wall, between the concrete and the soil. (Or at the joint of the wall and floor or under the concrete above the ground).
Another method is to use an epoxy membrane to waterproof. Epoxies love to adhere to concrete.

mark the spots, seal ther exterior with waterproff concerete raise the area with asphalt or add a drain spout to divert the water run off away

Make sure the siding overlaps the top of the concrete.
