If you are looking at first person shooters, then you would want Battlefield 2 or 2142. They are mainly online games (but with single-player modes), so if you want something single-player, you would want to look at Call of Duty 2.
If the category is RTS, then the best would be Company of Heroes. It's a WW II game. It has an intuitive interface, is very emotional (comparable to Saving Private Ryan, if you ask me; I had to quit once, as I'm a wussy and it was too depressing), and makes necessary actual tactics, like flanking and cover.

I like Battlefield 2 Modern Combat for the PS2/XBox/360. It's a fun offline and online game where you play as a soldier and work as a team with everyone else on your side, against the other side. That's more of a multiplayer game though.
A better offline game is Conflict: Global Storm for PS2, PC and XBox. Goes online and offline with multiplayer or single player and you take charge of a squad of four to complete missions.

There's a game called Real War: Rogue States, that the military uses to train its generals and other leaders. it's pretty cool, and i have to admit...it is SOOOO much fun when you send a SCUD or Nuke right down the line into the enemy HQ....okay, maybe i shouldn't enjoy that so much, but yeah, it's a good game...not too expensive, either.

If it is pc games you are asking about my sons are in to "Battlefield Vietnam" 1 and 2! The second one being the best! "Call Of Duty" is also a favorite of theirs! And I've even played Battlefield with my grandson! hehe!
