During this time after a major midterm election or any election you have a period of transition which is called a "Lame Duck Session" During that time Congress will only meet during a time of crisis. When the inauguration happens in January then the 110th Congress of the United States will have it's first session. At that time they will be back in session.

Congress only meets at certain times of the year. These are the times referred to as being "in session." The rest of the year, Congressmen are allowed to return to their states to reconnect with their people, do their normal life stuff, or whatever else they want to do. It was originally set up so that the Congress would be able to stay in touch with what was going on with their constituents (the states and the citizens they're supposed to represent) when the only way to communicate long-distance was to hop on a horse and ride.

When Congress is not in session, they are on break. Like a vacation!

It means they are working two or three days a week if you're lucky and spending the rest of the time out getting campaign contributions while collecting about a thousand dollars a day in pay from our taxes. Man I need a job like that!!

1 - It means they're on holiday (they're on holiday A LOT!).

2 - It means they're not passing laws (most of which don't NEED to be passed in the first place).
