I don't think so. In a big office whoever is available at the time usually signs for packages. It would be nice if they would take the extra step to get packages where they belong or at least send you and email to come get it. But obviously they did not and it got lost. Next time maybe have it delivered to your home or a neighbors house......sorry

You could try to hold the person who signed for it accountable but that could have negative consequences in the workplace.
You don't say how expensive the item was so I can't say if it is worth the aggravation to keep pursuing it. I would just suggest you talk to the person who signed for it and see what they remember doing with it.
You might be able to post a notice on whatever notice board is up in the break room if there is one where you work. If it was stolen by a co-worker the only hope is to try to create a way for it to be returned NO QUESTIONS ASKED.
Try to elicit some sympathy from a few people and maybe the undercurrent of gossip that exists everywhere can help it to "reappear" all of the above may or may not work but it is all I can think of to try to get the purloined package to reappear.

Employer is not responsible, unless the person that accepted the package is supposed to accept and sign for packages addressed to employees, AND deliver the package to the employee. Did you ask where he put the package? What is the policy on employees receiving personal packages at work? Calmly talk to your boss and ask him/her to speak to the person that accepted the package and find out what he did with it. You take the loss. In future have packages delivered to your home/insured.
