I am looking for free information. I would like to know the ratio of sunny, cloudy, and overcast days for the last calender year. For example: 33% cloudy, 37% overcast, 50% sunny. I live in central Connecticut.

Just asked a similar question as I just moved to North Carolina. I just typed in weather in raleigh in 2005 and it came up with a site to tell me day to day what the weather was last winter. Try weather history for the city you live in or 2005 weather in the city you live in.
