that tag means that a person who doesn't own the matress can be arrested for tearing it off. you can tear it off if you bought it. i think it's so you have the tag, and you cant say in court, when your matress burnt, that you didnt see the tag.

You cannot remove the tag until it is purchased. You, as the owner, can remove the tag. It must remain on so you know what your mattress is made out of.

Because if you do then your mattress will really be torn. It will now and again blow stuff out of the hole, or you could take a chance and rip it off.
