Rental homes, or condos/ apartments? If condos/apt, try:
http://www.rent.com
Great resource with photos, floorplans, pricing, and heaps more and can filter search by location & amentities. Run by Ebay owners, also offer a $100 cash back visa if you rent from one of the places you save to your 'my favorites' first (I've done it and it is for real).
Check site below for reviews:

For homes, try Craigslist Phoenix or:
http://www.realtor.com
.

I recommend using a realtor or a relocation specialist because their job is knowing where the best deals are and they can help you find exactly what you're looking for (size wise, ammenities, location, price, etc).
Plus, the reputable ones offer their services to you for free. They usually get paid by the property you choose to move into so you don't need to shell out cash for their help. It's a win win situation.
I recommend Troy at Metro Phoenix Relocation - http://www.homes-by-troy.com/home.asp - or his business partner Craig.
P.S. - the apartmentratings.com site that was recommended is something that I would suggest taking with "a grain of salt", as the saying goes. It has been my experience that many of the ratings on there (especially the bad ones!) are not fully accurate. Someone gets in trouble for breaking the property rules or not paying their rent on time and it's very easy for them to come online and post nasty things about the property. There is no way of knowing if the ratings are correct without visiting the properties yourself.

Try www.craigslist.com they tend to have a huge list of properties in that area. You can also try the AZ Republic website www.azcentral.com.
